A working demo of a permit-routing engine for fiber broadband projects funded by
the federal BEAD program ($42.45B). Given a project location and
build profile (aerial vs underground, highway crossing, water, tower, etc.), it
resolves the exact federal, state, county, municipal, and pole-owner permits
required — with portal URLs, agencies, forms, and confidence tier.
Cataloged today: 24 states covering ~75% of total BEAD allocation.
Pole-attachment regime is correctly distinguished across the 24
(11 state-PUC reverse-preemption, 12 FCC §224, 1 hybrid TVA), and the
Jan 2026 NTIA §13.D.1 subgrantee rule is surfaced where it applies.
